SA meeting on David Kay draft report

FIREARMS SAFETY TRAINING, DAVID KAY TRAINING AND DEVELOPMENT SERVICES PTY. LTD.

DRAFT FINAL REPORT.

Following the consultation on 26th June, 1999, a joint meeting of all stakeholders that were able to attend was convened to fully discuss the above draft. The purpose of this submission is to present to you the common views of the various shooting and firearms organizations in the state.

The following groups attended:-

South Australian Revolver and Pistol Association
South Australian Target Pistol League
Sporting Shooters Association of Australia
Tailem Bend Firearms Club
Combined Shooters and Firearms Council of South Australia

At this meeting there was considerable concern on the methodology and the content of the document under review, and the process by which it was distributed. These common views should greatly assist you in formulating South Australia’s position on this important matter.

1. It is the unanimous view of all representative groups that the report is poorly conceived and based on inadequate research. It almost totally ignored existing training programs in most jurisdictions, and any proper assessment thereof.

The meeting also noted with interest the strong concerns expressed on this aspect by Firearms Safety Training Coordinator, T.A.F.E. (Mr Geoff Smith).

2. There is unanimous concern and objection to the level of consultation offered to shooting and firearms groups in South Australia. It is understood that you have received individual submissions that all make this point strongly, and your representative’s assurance that this situation will not be repeated is appreciated.

3. Unanimous surprise, concern and disappointment is recorded at the failure to involve many important stakeholders in either the research or distribution phases of the draft report.

All stakeholders are known to the Registrar, and it would have been a very simple and obvious task to identify same, and ensure their participation.

4. All representative associations and groups were alarmed at the short time allowed to consider the report, and comment on the draft report which is critical to their future activities.

5. Every stakeholder is adamant that existing accredited Training Programmes in this jurisdiction shall be an approved option in any national Firearms Safety Training Regime.

In this way specific training issues in accredited courses can remain as options for specific disciplines.

These existing programmes have stood the test of time, have an exemplary safety record, are comprehensive and are cost effective to both the public and the individual.

Provision should also be made for accreditation of any future association based training programmes that may be developed.

Existing instructor qualifications accredited by the Registrar must continue to be recognised.

6. The requirement for “Workplace Assessors” qualification is considered by all groups as totally unnecessary and restrictive, and does not recognise nor take advantage of the existing pool of knowledge available within the firearms community.

7. Security Safety Training (which is of a vocational nature) should be treated completely separately from Safety Training for Recreational purposes (shooting or collecting).

8. It was understood by all the above groups that the proposed / finally adopted regime(s) will apply only to prospective new license applications.

Apart from the above matters which the joint meeting determined should be forwarded to you as the unanimous views of all Associations / groups present your attention is drawn to their specific requirements contained in the individual submissions attached hereto. (Refer appendices)

Although this submission is forwarded under CSFC Letterhead, it represents the collective views of the representative groups present. A copy has been sent to all groups for their records.

Representatives of the groups remain available for further consultation and await your response to the above.
