John Howard’s tough gun control is not working. The antigun lobby got its way after the Port Arthur killings in 1996, when gun laws were tightened. In 1998-99, 3472 such crimes were committed in Victoria. In 2006-07, the number rose to 6716. When guns are outlawed, only outlaws will have guns.
